　　私たちは、１９４５年８月６日広島に、９日長崎に投下された原爆の被爆者です。あの日から今日までの苦しみの体験から私たちは、原爆の使用が人道に対する他に比類のない重大な犯罪であると信じています。
　　１９９６年にICJは、核兵器の使用と威嚇が一般的に国際法に違反するとしながらも、国家の危急存亡の非常事態のもとでの使用と威嚇については違法か否かの判断を回避しました。
　　私たちは、核兵器はどんな理由があっても使ってはならない絶対悪の兵器であると信じます。
核兵器は、研究、開発、実験、配備、使用のすべての過程で多数の人間に危害を加え、一生苦しめつづけるだけでなく、幾世代にわたって障害をもたらします。そのうえ核兵器の存在は、人類をたえず絶滅の危険にさらし、人々を恐怖にさらしつづけています。
　　これらの理由から、私たちは核兵器は、研究、開発、実験、配備、使用だけでなく、保有すること自体が人類に対する重大な犯罪であると考えます。
　　核兵器にまさる重大な犯罪の手段は存在しません。それがいま世界中にきわめて深刻な被害をもたらしているのに、この重大な犯罪が半世紀以上も裁かれることなく放置されていることは、あまりにも不条理です。
　　私たち被爆者は、いまこそ世界の人々の共同作業によって国際市民法廷を開き、核兵器によるすべての犯罪に裁きをくだすべきときであろうと考えます。２００５年までに日本あるいは他の適当な地域でそのような法廷を開きたいという構想に、ご賛同いただけましたら幸いです。

Citizen's International Tribunal on the Nuclear Crimes since 1945
(Idea of Hidankyo)

　　We, the survivors of atomic bombing on Hiroshima and Nagasaki, have experienced indescribable pains and agonies for the past 56 years and have come to realize that the use
of atomic bombs is the gravest unparalleled crime ever committed to humanity.
　The International Court of Justice concluded in 1996 that in general the use and the threat of use of nuclear weapons are against the International Law, but avoided the　judgment whether the use and threat at a time national emergency violate the International Law or not.
　We believe nuclear weapons are those of absolute evil which could not be used under any circumstances. Nuclear weapons have inflicted injuries on a countless number of human lives in the course of their research, development, testing, deployment and actual use.
Injuries will torture not only one's whole life，but several generations to come, who will suffer in a desperate agony. Moreover, the very existence of nuclear weapons is continuously threatening mankind with a nightmare of annihilation, exposing them to endless fear.
　Judging from these bleak prospects, we conceive the possession of nuclear weapons itself is a grave crime to mankind, to say nothing of their research, development, testing and use.
Among means of serious crimes, nothing is more horrifying than nuclear weapons. And to make the matter worse, these are now causing grave damages all over the world. It is too irrational that these serious crimes have been overlooked and left unquestioned for more than half a century.
　We, survivors of atomic bombing believe that it is high time to open a Citizen's International Tribunal by the people of the world and to deliver judgment on all crimes caused by nuclear weapons. We wish the tribunal will be opened under the joint sponsorship of international activities somewhere in Japan or at any suitable places elsewhere by the year 2005.
