I heartily congratulate JALANA  on its 25th anniversary! I have had the pleasure of working with  JALANA over the last twenty years. I have been continually impressed by the  steady, stalwart, determined, and conscientious work of my colleagues at  JALANA. In various forums, they have submitted recommendations and papers,  which are well-formulated, thoughtful and legally sound, and also morally  compelling. They have attended and monitored important international events,  governmental and non-governmental alike, including NPT review meetings, the  governmental humanitarian consequences conferences leading to negotiation of  the Treaty on the Prohibition of Nuclear Weapons, and the 2011 Vancouver  conference, “Humanitarian Law, Human Security: The Emerging Framework for the  Non-Use and Elimination of Nuclear Weapons,” an early examination of  humanitarian themes which became prominent later in the decade. They have  translated IALANA papers into Japanese. They have diligently participated in  IALANA meetings and processes, making JALANA a model IALANA affiliate. All of  this I deeply appreciate. And on a personal note, I am grateful for the  hospitality shown me on visits to Japan. I look forward to working with JALANA  in coming months and years.
