25 years of JALANA stands as the first tribute to 25 years of tireless, dedicated commitment to the abolition of all nuclear weapons and to a peaceful world. 25 years of education, distribution of information and facts and other important diverse actions taken has contributed to a profound change in the attitudes of millions of people (including many of those in the legal professions). It was precisely the reasoning and the legal arguments made that worked so convincingly and influenced the perception of many. It was precisely these arguments that have also contributed to a change in the content of many international organizations, partly in international and national politics, and in some cases even national policy.
Two events are inextricably linked to JALANA, which can illustrate its important role and at the same time show its change in zeitgeist.
■ The 1996 decision of the International Court of Justice on the general illegality of nuclear weapons was one of the landmark court decisions that fundamentally changed the judiciary and policy on nuclear weapons. It was one of the greatest successes of the legal peace movement, especially for the international IALANA. The court order that was initiated and organized by the JALANA ? was perhaps the greatest support that the JALANA could give to the global anti-nuclear movement. We cannot appreciate enough this contribution by JALANA.
■ In 2017, representatives of 121 governments at the UN Conference adopted the TPNW (Treaty on the Prohibition of All Nuclear Weapons), standing as a milestone in the history of the anti-nuclear armament movement and a crucial building block towards both a general and comprehensive movement towards the abolition of nuclear weapons. Without the commitment and expertise of JALANA, this treaty in particular, in which the entire IALANA participated with its legal expertise, would certainly not have been so comprehensive, consistent and forward-looking. JALANA was already leading the way, by actively campaigning for this prohibition treaty when others in the international legal community were still skeptical about it. The JALANA was and still is distinguished by its strategic thinking and good judgment.
The time span between these two events is almost identical to the years in which JALANA has existed and illustrates the great efforts that have made by the JALANA to help prevent the proliferation of the most dangerous weapons that we humans have developed from our earth.
Until now, nuclear weapons have only been used against people in the home country of JALANA ? against Japan. The resulting responsibility to do everything and anything to abolish it has been daily and convincing for the past 25 years. JALANA has thus always been fully committed to the basic idea of the Hibakushas - never again Hiroshima and Nagasaki.
Throughout the years, as the Managing Director of the German and international IALANA, it has always been a special pleasure for me to work with JALANA and to meet them in Tokyo, Hiroshima and Nagasaki. Many events and occasions connect me with JALANA.
That is why I am particularly pleased to be able to pass on my congratulations and best greetings with this little letter.
